On October 10, 2019, within the framework of #ErasmusDays, Ministry of Education and Science and IQAA held a dissemination seminar on the outcomes of the Erasmus + “Promoting internationalization of research through establishment and operationalization of Cycle 3 Quality Assurance System in line with the European Integration (C3QA)” project in Kazakhstan.
Forty people, including representatives of the Ministry of Education and Science of the Republic of Kazakhstan, twenty-three Kazakhstani universities and IQAA, attended the seminar.
Karlygash Sakenova, head of the department for certification of scientific personnel at the Committee on control in education and science MES RK made a welcoming speech. Shynar Suleimenova, head of the methodology and content unit at the Department of Higher and Postgraduate Education MES RK also welcomed the seminar participants. Representatives of the Ministry of Education and Science of the Republic of Kazakhstan noted the relevance and practice-oriented results of the C3QA project.
During the seminar, project participants from Kazakhstan - IQAA, M.Narikbayev KAZGUU University, M. Auezov South Kazakhstan State University - made presentations to Kazakhstani universities on the key results of activities within the framework of the C3QA project.
IQAA President, Professor Sholpan Kalanova provided general information about the project, the participants and stages of the project. The main result of the project for IQAA was the development and launch of Standards and criteria of program accreditation for the third cycle educational programs.
Zhanna Akhmadiyeva, head of the department for accreditation of universities and colleges IQAA, during her speech presented to the participants the standards and criteria of doctoral programs developed by IQAA. In her presentation, Ms Akhmadiyeva elaborated on each of the seven criteria of the Standards.
Further, Miras Daulenov, Deputy Chairman of the Board - Director of the S. Zimanov Academy of Legal and Economic Research (Vice-Rector for Research) at the M.Narikbayev KAZGUU University, made a report on the results of work in the C3QA project. Mr Daulenov shared the experience of the KAZGUU University and told what challenges they faced and how, including through participation in the project, they addressed them.
Bakhytkul Abdizhapparova, head of the accreditation department at the M.Auezov South Kazakhstan State University joined the seminar via Polycom platform. Thanks to the project, the university developed the Guidelines for the internal quality assurance of doctoral programs and purchased equipment for an office designed for training doctoral students.
Then, the participants moved on to a discussion part of the event. During an active discussion of the developed standards, representatives of Kazakhstani universities shared their opinions and suggestions. Among them are universities such as S.Ualikhanov Kokshetau State University, Abay Kazakh National Pedagogical University, Karaganda State Industrial University, Astana International University, L.N. Gumilyov Eurasian National University, Abylay Khan Kazakh University of International Relations and World Languages, KIMEP University, International University of Information Technologies and others.
In general, the seminar participants highly evaluated the level of standards development. The proposed recommendations and feedback will be taken into account and included in the final version of the Standards.
Among the proposals of the seminar, participants were also indicated wishes to organize similar seminars more often on a regular basis, with visits to regional universities, in online and video form.
